92 No Start Puzzler

I have a 92 4.0 L, manual trans with 220k miles that I can't troubleshoot. It cranks fine but won't start. It has no spark and the fuel pump does not come on with the key to the on position.
It was intermittant for a time, sometimes it would start sometimes not, when it runs, it runs great. I can immediately tell when it will start as the fuel pump runs before starting.
It now does not start at all, the fuel pump does not run and there is no spark.
I have swapped fuel pump relays, can jump the fuel pump from the relay. I have replaced the fuel pump, CPS and ignition switch.
HELP!

A bad ballast resistor can cause a "crank and no start" condition. I always carried a spare in the glovebox of my '92 XJ. It should be located on the driver's side inner fender.
