91 XJ rear brake problems

NEED HELP
So i am having some issues with the breaks. the fronts are some what fine and make it to wear i can stop the jeep. But i have zero in the rear drums. So hear is the run down
if the car is not running and in P i can push the peddle down and i feel pressure on the brakes. But once i tur the car over it goes all the way to the floor. I put the jeep in the air on jacks and spun the tires. If i hit the brakes the fronts will stop but the rear just keep going. The back right drum can come off but it takes a good bit of pulling for it to brake lose. Not the driver side is another store it seams to be frozen on and wont budge. I have my suspicions on what's wrong but want some other ideas before i just start to throw parts at the thing. and yes there is fluids but i am seeing the popper is down in the reservoir cap so that tells me i am having a suction problem. My thoughts are its either 1 the brake booster 2 the proportioning valve 3 the small brake cylinders at each brake. so gust looking for help on wear to start
