91 Jeep Cherekee failed emissions

91 Jeep Cherekee failed emissions
I am new here and hope this is ok to post..My Jeep failed the N/O ppm part of the test..I cant find a OBD1 tester to get error codes..My key switch doesnt blink and nothing but the seatbelt light has come on.Can someone advise me what to do...My tags are out at the end of the month and no extentions. Thank you

sounds like your check engine light is burned out, are you switching the key on and off like 4 times? then the fifth leave it on and see if the light blinks?
