There was a guy, a mechanic, that went through this. He re indexed the distributor like 4 times. Finally he figured out that the distribution was one tooth off and it was very hard to tell. Same symptoms.

Jeep had a TSB on distributor indexing that required using an old dizzy cap that you cut open so you could see the rotor in relationship to the #1 terminal. Try and find it.

still no luck. I swapped out the ecu for another and still nothing. I have changed the crank sensor, MAP, ignition module, coil, fuel pump, filter, and still nothing. It has spark and fuel, and timing was set to TDC and I have the valve cover off to double check the timing. I have run out of ideas and solutions.

Everything can be right and it still won't fire if it's flooded. Once on a Volvo, each tine you came to it, it would crank, chug once, than that was it...until tomorrow.
Maybe a timing light would be helpful here?

All my fuses are good. The young kid I bought it off of had it in water a few times, so I had to clean out the fuse block with electrical cleaner and an air chuck. All fuses are good to go!!
This is what I was thinking. I have a good amount of fuel pressure. I had to re set the fuel pump pickup since it wasn't pumping fuel out of the tank properly. Then I changed the fuel filter that was full of crap. The valve on the fuel rail has enough pressure to hold a constant stream when it is held in, clearing the intake manifold.
I have the distributor hand tight so I can turn to adjust it while we dial it in and try to get it started.

You can turn that distributor all you want and it ain't gonna make it start. Ignition timing is controlled by the ECU. The stator inside the distributor is for sequentially firing the injectors only. Even if the stator is bad, it will still run.

Here's some questions. We know the CPS tells the ECM, TDC down to a gnat’s eyelash. We know the ECU can't fire the correct injector right away unless it knows which is #1 from the sync-coil.
How's the ECM gonna tell the ICU to spark #1, if it doesn’t know where #1 is?
Might the sync-coil put out a signal that would show on an analog meter?
It can “batch fire” the injectors I hear. Never herd of batch firing the coil though.
I'm not tying to reinvent the wheel, just curious why the Cam Position Sensor never comes up with a “no spark” if the ECU needs it to find Comp. on #1.
ALSO...you should set your dizy as in the pic. There's a reason for the alignment pin, no reason to turn it!
