90 Limited fuel pump runs but no crank

90 Limited fuel pump runs but no crank. I Started the Jeep for the first time in a long time and had to jump the battery to get it started. I drove a short distance and shut it off and charged the battery, but now the battery appears to be toast and goes to 11 volts overnight.
When I jumped it at first it turned over OK, but later it barely cranked and now when I try to start I get the fuel pump running but no crank. I've tried shifting from park to neutral and back and shifting the 2 to 4 wheel drive lever as well, but still no crank with a fresh jumper battery connected to the toasted one. I assume the starter relay is doing something since the fuel pump primes with key on and runs continually when the key is in the crank position but the last several tries it did not even try to crank. Is there a way to disconnect the neutral safety switch at the starter relay? any other suggestions on where to look? I'll try cleaning the connections at the starter relay and see if that helps, but not holding my breath.
EDIT: I disconnected and sprayed the starter rely connections with CRC contact cleaner one at a time and reconnected each one, but still no crank. I ran the shifter back and forth a number of times and the neutral safety switch lets the fuel pump run in park and neutral (with the key to start) but not any gears so it must be working as it should, but still no crank.
EDIT 2:: I put a clip lead to my VOM on the starter relay terminal for the green wire to the starter solenoid and it had 11.96 volts with the key in crank position, so it must be a problem with the starter solenoid.
