89 Cherokee tail lights out

So, I recently acquired this cherokee with an abundance of issues. One of the main ones being that the tails lights are out - turn signals, brakes and headlights work fine.
I replaced the lights, fuses and even the switch in the dash, but to no avail. The previous owner put in a bunch of foam insulation in the body of the vehicle and I'm not sure if that is inhibiting the wires somewhere.
Is there a way to fix or diagnose this issue without taking it to get rewired?

check at the brake pedal. there is an "electrical actuator" that when you step on the brake it closes a circuit and lights up the brakes. check to make sure it is connected. i have a 90 and it had popped off thus no worky. popped it back on and works fine now. might be something else but there's a start.

ok i have the same problem i know what causes this too...it is a bad short from a hot wire there is a cluster of wires under the dash in them you will find 3 in paticular wrapped in a blue metal foil type wrap...in there the on you want is a bare silver metal one follow it an you will find the problem it goes threw the fire wall so u may have to look underneath the hood under the stock airbox

As embarrassing as this is, I had fixed tail lights and the lights that were not coming on we're hazards and turn signals... But only b/ c they weren't engaged. Now the right side is blinking faster than normal. All lights are working... Perhaps wrong bulb type?
