88 xj trans problem

88 xj trans problem
well i just got an 88 xj last week
now the problem im having is that it seems to be missing either just second or second and third
when driving first gear is fine, revs slightly higher then shifts into either 3rd or 4th as the rpms drop down and it struggles to keep going
now i was told there is the chance that the governor on the output shaft of the trans is the problem
any other suggestions before i take it apart to find out?
