88 xj with 4.0 over heats at idol

88 xj with 4.0 over heats at idol
My 88 xj 4.o is over heating at idol but once you start driving it the temp gage shows 210 or less. even giving the rpm's up to about 1300 to 1500 it'll drop down to 210 as well . any ideal's whats going on here?
