Default '88 Cherokee Ground question

I have an '88 Cherokee Pioneer I6 / Auto / 4x4 but the wiring looks like that of the I4 according to the repair manual as it pertains to the charging system. I only have one ground from the negative side of the battery to the block. The charging schematic for the I6 indicates there are two grounds from the negative side of the battery. Where are the two grounds from the battery supposed to go?

My volt meter reads approximately 11 - 12.5 but my fluke reads 14.0 across the negative / starter relay and block ground / starter relay. Is the volt meter usually accurate?

Other things make me think I am actually putting out 12.5 volts / missing a ground like the power steering whine at idle, slightly dimmed headlights at night and lower volt reading at night with lights on.

I have no problem starting or maintining a charge.... Please help me locate the location of the other ground.

Thanks in advance!

I cleaned the block ground and that helped a little. It was covered in oil, grime and dirt, but now it's shiny and solid. I'll be adding the body ground from the negative terminal tomorrow as well as cleaning the braided strap body ground. It's odd... at all points from the alternator or battery to ground, I get a solid 14.xx reading but the volt meter and other accessories tell a different story. WTF....

I added the body ground from the battery and the volt meter is a little closer to 13v now. All previous tests show a consistent 14v reading so there's a short or loose ground somewhere on the body. I love electrical gremlins....
