As the title states I don't have instrument cluster backlights or running lights. Some of the fuses were melted but didnt look to be blown, I replaced them anyways, replaced switch with new one also. I dont have power at the fuse. Any ideas?

 

Something went to direct ground and got hot. That's why fuses melted, but didn't blow. It wasn't a sharp jolt.

Start tracing the wire circuit for the dash/tail lights.

If you can't find the problem area, you might have to make up a jumper wire to bypass the original wire. Wouldn't hurt to put a fuse in that bypass wire, too.
