87 cherokee 4.0 no start - no injector pulse

87 cherokee 4.0 no start - no injector pulse
so here's the deal I have an 87 4 liter- I have spark, I have adequate fuel pressure at the fuel rail, but the injectors are not firing. I removed the fuel rail with the injectors attached so I can see when they do fire.
my ground is good coming out of my injectors... but I have no power.
I know the injectors get their signal to fire from the ECU but what sensors tell the ECU to fire the injectors?
I do have a brand new distributor installed so the camshaft sensor is new also.
Thoughts?
