Pretty sure the TPS has something to do with telling the trans when to shift.
I had issues with my XJ downshifting at odd times. It ended up being the plug that connects to the TPS. The plug was not making good contact with the TPS. Once I fixed it, my issue was gone.
Since you just installed a new TB, you obviously had the TPS off and unplugged. You might give it a looksee.
