the kit should have came with an adjustable control arm...it would adjust on the passenger side near the axle mount
From the looks of it yes. The one that came with the kit is not doing what it was intended to do. I would call RC and ask them why they sent you a trac bar to short for the lift you have.
The only other option is to re drill the bolt hole on the axle end over so it lines up. However there is not a lot of material to work with and your axle appears to be more than the 3/4 or so of an inch you will get from re-drilling the hole.

That kit comes with an adjustable tracbar. You have it installed upside down/backwards. Reinstall w/the adjustable threaded side on the top/frame side and adjust accordingly.

just on a side note, i don't know if you did it on purpose or just didn't get around to it, you have no steering stabilizer on your tie rods...

he has his installed the same way mine is. the way the directions tell you to install it. It is bent out in a certain spot where the pic doesn't show good.
It seamed to fit better the way he has it.
here is directions.
(I want to re-adjust mine now and I have to drop it down, just what I have to do to adjust it.
The nut in there is going to be tough for me to get out though. I used a regular nut and not the old flag nut, Oh well. lol
I may need to cut a little metal off to make this task easier. lol )

the trackbar seems to be backwards. if you look at the bend that is on the top mount right now it should be on the bottom mount to allow movement when the suspension droops. flip it over and adjust as cynic333 said.
From the manual, I am assuming the is a Rough COuntry 6.5 from the title.
14. Install the Rough Country adjustable track rod in the fac-
tory location axle mount using factory hardware. Do not
attach the frame end of the new track rod at this time.
Installation is done after the vehicle is on the ground and
axle is centered. SEE PHOTO 9.
Remember to always RTFM, saves you from listing to the wife saying I told you so later, and when driving ALWAYS ask for directions, for some reason it makes them happy.
Here is a link the the instructions I found. Is this the same set of instructions you received with your lift?
