before going much further, put in brand new bulbs. i know you said you tested these ones with 12 volts and they lit up, but it's possible they lit the brake filament as you did say you have brake lights.

my 99 did the same thing when i first bought it, didn't think both tail lights would burn out at the same time, so i thought it was deeper, but changed out the bulbs and had tail lights again.
