is it normal for my Jeep to wobble in 4 low?

Explain with a little more detail. What's wobbling? the whole Jeep? Just the suspension?

You're not running it in 4lo on pavement are you?

I only really noticed it on pavement but I think it's because I don't have the bracket on that holds the lower control arm in place in the oblong hole.

You shouldn't have any use for 4 low on pavement. You'll have wobble issues as well as damage to your steering and/or driveline components. Turning in 4lo on pavement is considered detrimental.

^^^x2. Never use 4lo on pavement. There is no need, and it's a way to quickly destroy parts.

Go test drive it on dirt, sand or gravel and see if you have the same problem. Like mentioned above. NEVER use 4 low on dry pavement!!

But if you do you should always make really fast tight turns.
