2001 power lock question.

2001 power lock question.
I have a 01 xj it's a 4 door. When I have the key in the ignition and the drivers door open the locks don't work, but when it's turned on the locks work. My question is, is there a safety switch or is there a issue? Sorry for such a dumb question I'm new to xj's with power windows and locks haha.
