2000 Sport. Starts then doesn’t start

Default 2000 Sport. Starts then doesn’t start

Basically no crank no click. BUT! If I pull the starter fuse and replace, it starts once, the. Won’t start again. Same If I pull the starter relay or disconnect the battery. The battery tested good, the starter has the same voltage as the battery. Can the solenoid just fail, then reset? I’m at a loss.

Did you confirm that it's not an issue with the neutral safety switch?

The NSS was replaced last year. it starts in just fine when I reset pull the fuse and replace. It’s a different symptom.
