Using shackles on old springs is as bad or worse than using lift blocks. Just my experience. What are your plans for wheeling with the 2" BB? Easy trails? Harder stuff? Do it right with springs.
I AM doing 2" lift on my XJ for my daughter, coil spacers and lift blocks. She won't be doing anything difficult trails, and 235s will keep her from rolling over anything too big. Besides, she hates getting tippy in the XJ...

Thats a good kit but i would just go for a cheap 3 inch lift with coils and new packs but if you are going to get the RE kit buy it from jeepin outfiters they have free shipping and get the full length AAL

Don't lift your jeep with a set budget if you want it to do well for a long time. Save up more $$ and do it right so you won't be wasting your money. 75% of people who do a BB lift end up going higher within months, even when they say they won't.
If you want a good performing BB lift within your budget, get 2" coil spacers and pick up a set of HD OEM leaf springs from quadratec or 4wd hardware. They net about 2" of lift and you got new packs and no more sag. The leaf packs would cost about $175 shipped (total) and spacers are about $40. That's still below your budget (little over $200).
Note: when you get q-tec leaf springs, you need to add the leaf bushings to the order as well.
With that kit above, you have the upgrading options of adding an AAL or shackle for even more lift later on (with longer coils) so you have a better setup for upgrading down the road.

The BB's you buy (RE, RR, etc) aren't as good as what you can build yourself!
Shackles wear out springs
Short AAL's give a harsh ride and aren't good for springs either.
(had them on first xj, nasty hard ride!)
If you buy a pair of XJ leaf packs cut the eyes off the main and add that leaf plus the #2 leaf from the donor pack you will get 2.5" that doesn't sag and rides like a Million dollars!!!! I can do a complete 2.5 lift kit for +- $200 including shocks that rides great that way. I've done it to 3 different xj's now and everyone who rides in them loves it. 3+ years on one and it still measures what it did when I put it on.
Search Rockliz BB on Naxja or JU both have intel on it.
Oh yeah, get spacers from Dirk at DPG offroad for the front plus some extra factory isolators from the boneyard gives you 2.5" up front!

Before I lifted my XJ I read many artcles threads and stories like yours and everyone ended in the same conclusion, new packs are the way to go. On a side not I kept reading that if full packs could not be had the next best thing to do was as stated above the "bastard pack".
