1999 XJ won't start

1999 XJ won't start
Hey Guys - hoping you can help me with the following symptoms.
When I go to start her up I hear a 1 second CLICKING NOISE but no cranking of the starter.
Interior/exterior lights, radio, power windows ect. all operate fine. Battery is fully charged and has been load tested. I removed/replaced all the battery cables/connections and cleaned them.
CPS and Starter were replaced 1 year ago. Do you think I need another new starter after only 1 year??

I'm assuming you have an automatic trans. With my experience I suspect the neutral safety switch or a bad fuse.
Fuses are easier to check, do this first. Pop the hood and check all the fuses in the electrical box. For me its on the passenger side by the coolant reservoir, but it might be different because you have a 99. If a fuse is blown, replace it and you should be good.
For the NSS:
Its should be on the passenger side of the transmission, has wires coming out of it. If you losen the upper bolt you can move it very slightly. It helps if you have someone to key holding the key in start while you slowly move it. If it starts, tighten it at that spot and then get around to cleaning it when you have some spare time.
You might be able to get away with wiggling the shifter around and getting the NSS to recognize you're in park. Try starting it in neutral as well.

Now that I think of it, since you're hearing the click of the relay, your NSS is probably fine.
Definitely check the fuses.

Thanks for the image Lucas, very helpful. Unfortunately I checked all the fuses with no luck.
When I get the time I'm going to send 12V directly to the starter to try and rule out a bad starter.
Anyone else think this is a good idea/suggestions?
