1999 xj dash lights and running lights come on with brakes

1999 xj dash lights and running lights come on with brakes
I Just started noticing every time I hit my brake pedal my dash lights and running lights turn on too. Also when I turn my head lights on my third brake light stays on but lower two brake light work fine (get brighter when I step on the pedal) what could cause this????
