1998 wont start

1998 wont start
I have a 1998 Cherokee 4WD 4.0L.
When I open the door there is a clicking sound, sounds like the turn signal is on.
I can turn the battery on and all the gauges will turn on and so will the radio.
That is all I can do, it wont turn over at all

If the battery is fine you need to figure out why it's either not getting power to the starter or if it's the starter itself that's bad.
Break out your multi-meter and do a search for ASD relay testing and starter circuit testing in the forum threads. I'd try to find diagnostic steps from Jordan96xj since he's very thorough and easy to understand.

late update:
turned out the previous owner had an after market security system installed and it was just tripped.
I found the remote to the security system and was able to turn it off
