Default 1998 jeep cherokee brake problem

i got a 1998 jeep cherokee classic. what is happening is when i apply the brake its not really feeling like it can stop QUICKLY. the brakes were changed a few months ago and the rears are adjusted. nothing is leaking anywhere or anything. would the abs have anything to do with it. i have abs light but i dont know if the classic came with abs. i looked at the fuses and such for it and they arent even in there meaning there may be a problem with the abs and whoever i bought the jeep from took it out so the light wouldnt come on. but let me emphasize that the jeep does brake. but the pedal doesnt feel like it can stop on a dime. ANY IDEAS?

Can you lock up the front tires? And how low is the brake pedal going before you feel braking effect?
