1998 code p1495 instantly coming back

I recently bought a 1998 jeep Cherokee 4.0. After swapping the motor I'm getting code p1495 (EVAP Leak Detection Pump Solenoid Circuit Condition) This is not a low emissions version so all it has is a purge valve and the evap canister. I've checked all the hoses and rubber connectors and it all seems fine. However I'm pretty sure it's an electrical issue because if I clear the code it comes back as soon as I go to start the jeep. I replaced the purge valve, no difference. I went through the wiring diagram and it seems like the purge valve goes through fuse 11 so I checked continuity to the valve and it seems fine, I then checked continuity between the valve and pin 20 on the 3rd connector on the pcm and that's also fine so now I'm lost.
