1997 XJ Horn Relay

1997 XJ Horn Relay
Howdy all,
I've searched through three different XJ forums and Google and cannot find the answer to this: where exactly is the horn relay located on a '97 to '01 Cherokee? I know it's located somewhere under the dash near the steering column but I don't know where exactly. I've looked under there but don't immediately see it. Where is it in relation to the brake light indicator relay?
I appreciate it.

Bringing this back because I'd like to know too.
Need a horn to pass a safety check here. I can macgiver a horn relay up myself if I have too but I'd rather fix what is really wrong. And if it's just a bad stock relay I'm gonna be pissed.
I don't have an owners manual for the 99 but the 98 one says it's on the passenger footwell panel. Ummm no it isn't.
Any help on this would make me very happy!

there are 2 relays for the horn one under the hood one under the pass side kick panel right by the fuses...but in order to access it you have to remove the entire kick panel which is fairl easy 3 screws n there it is....look in your owners manuel for the exact one...note if it clicks its probably the ground to the frame where your horns mount under the pass side inner fender. u can always disconnect n hot wire the horns to see if your horns actually are bad or not but 9 times out of 10 ive found the ground is the problem.
