Default 1997 xj flasher relay buzzing (replaced relay same problem)

Hi guys been had a problem with my flasher relay. Started buzzing and blinkers were freaking out so I figured it was a bad relay and replaced it. Still having the same problem with the new relay. Looking for some direction on where to start now. Electrical and wiring is not my area of expertise whatsoever. Any help is much appreciated.

Shorted bulb or wiring.

Bulbs seem ok. Haven't checked wiring. Dash lights aren't working either. Not sure if thats related or not.

I wonder if you have a bad ground somewhere in the dash.
