1996 cherokee acting like its on rev limiter

Default 1996 cherokee acting like its on rev limiter

I have a 96 cherokee se 4.0 when driving down the road at about 2500rpm it starts bogging n cutting out like its on the rev limiter very violently, let off the gas a little and it's fine, very annoying when trying to go up a hill n pick up some more speed, it kicks down picks up rpm and starts cutting out, I've replaced tps, iac, map sensor, crank sensor, both oxygen sensors new plugs wires cap rotor, can positioning sensor, basically everything is new, just had the code reader hooked up today before I replaced the front downstream o2 sensor and it read map sensor, high voltage o2 sensor, and speed sensor (speedo don't work) which I know, this is annoying problem my dads been a mechanic for 30 years and doesn't have an idea......bad fuel pressure? Fuel pump? Fuel pumps a year old n fuel filter

Guessing won't fix it, whats the fuel pressure in psi? Were all those parts replaced actually defective or not?
