94 XJ's didn't have any airbags.
The airbag on 95 and 96 XJ's was mechanically activated so it had no wiring attached. Therefore, it stands to reason that the old style instrument cluster on 96 and earlier do not have an airbag light.

thanks for that ..but there is a srs airbag tag on the horn pad of steering wheel..

Are you sure it's a model year 1994? It's probably a model year 1995 (which could have been manufactured in late 1994).
My 1995 has the SRS Airbag. My Dad had a 94 XJ with no airbag and the steering wheel was the old school looking one with a tiny horn circle in the center. All the info I could find indicated 94 model year did not offer an airbag but it was standard equipment in 95+.
The airbag itself is mechanical. It uses an internal inertia mechanism to trigger and is completely self contained (aka, no wiring). I would suggest you could remove it to see for yourself, except that what I read about it indicates you have to be super careful or you could set it off. In 97 they went to the electronically controlled and triggered Drivers and passenger's airbag(s) which do use an indicator light and are wired into the vehicle electrical system.

I can't see anything in the 94 FSM regarding airbags either. Maybe it's a late year model or it's been fitted by a previous owner. Either way as Pat said, it's purely mechanical so has no light on the dash. Below is from the 95 FSM.

The whole steering column is completely different from a 94 to 95, so whether it could be fitted or not, I don't know. I would think it might be a difficult task.
I think the real question is why are you looking for an indicator light?

Did they add one on earlier models in export XJs?
Either way OP if you have an airbag in a Jeep XJ older than 1997 it has a fully mechanical airbag. There will be no airbag light everything is contained in the airbag assembly on the steering wheel. Before messing with it make sure you disarm it by backing out the disarm screw on top of the steering wheel. Stay clear of the "downrange" area of the airbag when disarming or arming it.
