If it was my jeep, I would grab a starter from a local parts store and swap it out. Very easy to do on your back in a driveway... I think I had mine out and in within 30 minutes, taking my time.

I can't say 100% because I am not there... But...

I would check my electrical connections to make sure everything looks good there... and replace the starter.

I am not a fan of replacing the solenoid since I already have the old starter down and our jeeps are good at puking oil all over the starter during filter removals. (although my Chrysler original lasted 18 years)

Just get a starter assembly and be done with it.

It could be that the solenoid plunger rod is broken, or that the starter motor itself is broken, pull the assembly and take a look.

If the starter itself is spinning and not engaging, it's likely the starter drive & not the solenoid, which has to work & pull in to make the contacts for the starter motor to run.
Starter drives are not too difficult to change if you have done it before, but if not, you had better exchange the starter for a rebuilt unit.

So I took the starter out and got it tested they said it's still good that it isn't my issue. I'm thinking maybe it might be my ignition

Since you have the starter out and check the flex plate too. Hopefully it's not your problem and you are missing teeth on the flex plate or they are worn down.

I already put the starter back in didn't get to look at the flex plate. I checked the oil today because there was alot of oil on the starter the truck is pretty low on oil im thinking that might have something to do with it

The bench test for a starter does not have a load on it... It can pass that test and still fail on your vehicle

Oil on a starter gets inside, and that kills them real fast. In the old days you could use a pair of jumper cables to test some starters on the floor (but that won't be loaded, which is a better test). But you could at least see if the starter drive is extending.

Most auto parts stores won't warranty a starter or alternator with oil all over them, so you want to be sure and fix the oil leak if you can.

If any of that info that helps. :-)
