Default 1992 XJ ABS/Check Engine Light Flickering

Hello all, brand new to the forum, though I have been using it for a while to help with my problems. Wanted to start off and say I tried searching, but found no real answers to my problem.

I have a 1992 XJ Laredo. I have noticed since I have purchased the car that both the ABS and Check Engine lights “flicker”. This is not a steady blinking, but more of a quick irregular flash. Also the lights stay dimly lit, which you can only see at night. Almost seems like I’m getting some feedback in the circuit, but weird it’s happening on two different circuits.

Also have checked codes with key trick and only the normal two pop up, I believe 12 and 55.

Clean ground by oil dip stick.

I cleaned all the grounds in the engine bay and ran two extra ground cables to the block and the body when I completed the engine rebuild. Do the circuits ground to the block?

Any one? I have re-cleaned the ground with scotch bright and added dielectric grease, but condition still occurring.
