DFlintstone you were right. I tested the relays through swapping. No change. But when I applied 12 volts to the line with on the resistor it worked. Now why does it work now and not previously?

Possibly a connector in somewhere the harness that has some corrosion in the pins, or a loose wire in a connector, etc
Trace the wire harness bundles & disconnect some connectors & check 'em.

Doesn't mean others weren't! Btw, if you can't see links in peoples signatures, there might be an app that lets you do that. This diagram is in my sig. Usually a bunch can be learned at a relay socket.

OK, so the ECU grounds 85 when it's in the mood, like it's done two revs and is spinning over 300 RPM, or you just turned the ign on and it runs it's 2 seconds or so. 86 should be powered with just the ignition on. 30 has constant fused link power, (I think), so when 85 is grounded, and 86 is juiced, power at 30 is shot out 87 right to the resistor/pump. The connection on the switch, and the switch are a known problem. I might first check for Ign.-on power at 86. (also 30 should be hot) Pretty simple really. When a little power goes across, a bunch can go up through.

I reciently noticed a terminal on the starter relay labeled "fuel pump ballast resistor". I'm guessing that powers the pump while it's cranking.

Because its a simple test to check for ignition switch causing the problem. Unless its complicated and cost alot of money it cant fix a issue.
