Default 1990 laredo factory cruise control not working

O.k. guys.... Replaced the turn signal lever, replaced the brake switch, vents switch back and forth with no problems so it's not the little 6 inch vacuum line under the battery.... What would you look at next? The servo? Help me out please... Oh, and if you COULD... Would you tell me WHERE to use my test light on the cruise system to make sure it's getting power? Thanks folks!!

Here's the wiring diagram. It's for an 88 but I believe 90 is identical.
When you can't find the fuse...it's because they've cleverly labeled it as "Inst Cluster", lol.
