Default 1990 Factory Roof Rack Assembly

On my 199p Cherokee the factory roof rack rail screw holes are leaking water inside. I think maybe there is supposed to be some sort of gasket around each screw, or something like that, but none are present. I dont see how this is supposed to remain water tight with the way mine is assembled. Water will get into the slot on the rail, go down around the screw head and drip inside via the threads, or water will get under the rubber strip that is under the rail and work its way in via the threads.
What say you all, is there supposed to be some seal under the screw head, and also under the rail around the screw?

thanks!

Factory part was well nuts. You need new ones. https://www.quadratec.com/p/crown-au...ee-xj-34201293
