1987 cherokee XJ - no “always hot” circuits have power. Only the ign powered circuits

Engine: 4.0 6 cylinder
Now to figure out why the Jeep will start fine in park and neutral.
however, if I start it in park the shifter release button will not engage and can’t change gears. If I shift to neutral before I start it starts and shifts fine
