160 thermostat issues
The t-stat ONLY CONTROLS MINIMUM TEMP........the rest of the cooling system, it's condition and operating circumstances determine max coolant temps. The surface area of the XJ rad is pathetically small and the factory gauge is a joke like most other factory gauges. On a '98 XJ, the efan comes on at 218F and/or when the a/c compressor engages.
You want the fastest coolant flow possible, not slower. If coolant sits longer in the rad to cool, then it has to sit longer in the engine/head getting hotter.

^^^^ This reply above nailed it! Well said. He is correct. Doubt me or him? Take t-stat out and run it. I bet it runs cold and never warms up destroying the theory others posted. I can save you time and say I have done it and I am right. But, don't take my word. Try it!

What kind of fan does the truck have? If it's a clutch fan, how old is the clutch and is it working?
does it have the fan shroud?
Is the fan set in the shroud properly depth wise?
have you verified the temperatures with an infrared thermometer?
