We now offer a rear tire carrier bumper for the Jeep XJ's 
Heavy Duty construction, with built in receiver hitch for towing / recovery
**This will replace your stock / aftermarket receiver hitch**
Ties into the "frame" via 14 Bolts.
1 3/4" Tube work
Tire carrier accepts anything from a stock tire up to a 35" Tire and drops down to allow access to the hatch.
Rear Quarters are built for a Cut N Fold, however, By simply cutting the lower bar flush with the top via skill saw, sawzall, bandsaw, port-a-band, or I can do it if requested, it can be used with the stock quarters.
These fit 84-96 XJ's, I AM CURRENTLY LOOKING FOR SOMEONE WITH A 97-01 TO TEST FIT ONE ON.
These are available for $700 + shipping, Thats painted with black truck bed liner, all hardware needed to install is included.
Local pickup welcome at no additional charge, Will also deliver / meetup within reason for fuel costs.
The lead time on these bumpers is 2+ weeks as I build them as orders come in.

Thanks for the interest, but someone has already volunteered their 97 for the task. I will let you know if anything changes though.

Looks Good! I have been looking for a nice Fold Down Tire Carrier for the XJ but couldn't find one, let alone one that I like. I finally just gave up and went about designing and building my own. Had mine not been about 90% complete I probably would have held out for the 97+ version of yours.
Two things you may want to include for the 97+. It looks like your photo has a yellow towel hanging over the licnese plate. Is there a license plate bracket and light on the bumper? Also it looks like there is receiver Hitch integrated into the bumper. Are there tow points as well for a Clevis or would you have to put a pin through the receiver hitch to pull from the rear?
Other than that, looks really good. Hopefully you find lots of buyers.

You made some valid points. Yes there is a license plate under that towel. The license plate was more of an after thought (but then again that was the first one I made so it was still a bit of a learning experience) The new ones will have an integrated license plate mount / light on the tire carrier itself.
As per the tow point deal, I do not include clevis mounts on the ones I sell regularly (my site / eBay) so the best route to go would be a simple clevis mount receiver hitch to go in the receiver tube. However, I could add two on each side if requested at an additional cost. It has to be add' while the bumper is being built. I cannot go back and add them after it has been built.

The downfall of a fold-down is it's always in the way when loading or unloading the back of the truck. You have to step over it or around it to get in the back. But loading the tire is easy, roll it over, flop it down, tighten the straps or bolt it in place. Plus it makes for an instant table surface when properly propped up and leveled.
