can you do the pre-runner bars on the front?

I dont have trimmed fenders. I dont really want it to go as far back as the flare but i dont intend to trim my fender the whole way back. Is it the same mount for an 99 say to a 93? they are universal? Ill see if i can sketch what i mean?
