I had the same issue when i bought my 90 xj. I started cleaning and replacing everything. here it was a damn loose intake bolt at the back of the engine.

I will definitely thoroughly check it over BEFORE buying parts. Bought throttle body cleaner to clean both the TPS and the IAC ($6 so far)... If any are to far gone, I have them on hold at the shop.

Alright, here is what we have so far... I cleaned the throttle body AGAIN, when I UNPLUGGED the IAC, disconnected the battery, cleaned the IAC and buttoned it ALL back up, started it and it idled REAL LOW and the CE light came on... huh? It was not on before... so, disconnected the battery and reconnected it and the light went off BUT, still idles low.
SO, seems like the IAC needs to be replaced, correct?

IT WORKED!
I guess that was it!
The old IAC had the piston stuck in the outward position causing the problem.
Now that I think about it, I may have been able to push it back in... too late!
Oh well, ha ha...
Runs Like NEW again...

All, just had the same thing happen to me today with my 98. Wasn't sure what was up, started the jeep just to move it and RPMs climbed to 2500. If I would have let it go I'm sure it would have gone to 3K.
Did some checking on other sites and I read that there might be a problem with the ground at the oil dip stick. First I disconnected the ground at the battery, then disconnected the ground at the dip stick (two wires under same stud connector). Cleaned the stud and stud base, cleaned the wire stud connector and cleaned the face of the nut toward the wire connector.
Put it all back together making sure all grounds were nice and tight, fired it up and for a second the RPMs were up but then they fell right to were they needed to be.
Started it back up a couple of times just to make sure and all is well!
Before you go replacing parts make sure your grounds are good and clean.
