1996 OBD II bug in MAP sensor value?

Engine: 1998 4.0
i have an OBDLink MX+ obd scanner that i use from time to time...
i noticed the other day that my MAP sensor value with Key On Engine Off was about 8in hg, which is about 3 times too low for local atmospheric pressure.
i backprobed cavity A27 at the PCM and got 3.93V (which I believe to be a good value here in Denver), but the scanning software is giving the low abs. pressure value.
is anyone aware of any OBD II problems with any of the standard PIDs for this transition year XJ?
