New PS pump for 4.0 came with a couple seals. Any idea where they go?

Well, got the pulley off/on without the right tool.
For removal, since the shaft had fallen out of the old pump, I just used a hammer, punch, and 2x4 with a hole drilled in it... Probably would be reasonable to hammer it out with the old pump still on, but a bit more difficult.
For installation, here's my $2.26 pulley installer from Home Depot:
3/8" threaded rod, 3 nuts, and a few washers ascending in size to better distribute the pressure from the lower nut. The upper two nuts are tightened against each other to give a better holding point than the rod itself. Was easier than removing the pulley.
I used a small amount of engine oil to lubricate the pump shaft and the rod threads. Also lightly heated the pulley with a propane torch. Not sure if all that was necessary since it ended up going on very easily, but I didn't want to get the thing halfway on and realize then that it needed a bit more help.
Ok, so the reservoir seal was already there, and the two I have are too small for that anyway. The return line just has a barb fitting so no seal required. The cap is too large for either. The pressure line does has a seal similar in size to the back one I have, but it is tapered differently than the extra, and it's in good condition, so I'll just leave that.
Ok, been driving around with the new pump for a while now and it's working alright, but seems to have much worse performance than my old pump, especially at low speeds. Parking may as well be without power steering.
Put the new pump in, flushed the lines, filled with new fluid, and got rid of air bubbled (turned wheels fully left then right ~20x while off the ground.)
Figured I'd give it a few days to see if it was just residual bubbles, but still no luck.
