My 98 Grands rear wiper motor is inop....I just bought the Jeep and it wasn't working when I bought it.

I removed the connector going into motor and it shows 12v on the middle two pins when in the normal rear wiper position. So I assumed as its showing power to the motor, the motor is bad.

I bought one, used, supposedly tested to work. Well I hooked it up, nothing in intermitt or normal. On the middle pins its still showing 12v.

Any ideas? Any relays?
