Possible NSS adjustment??

I have a 91 xj and i always have to play with the shifter to get my key out when it is park. Also my bavk up lights dont work and i know that generally has to do with the nss. Well i rebuilt the nss and still no back up lights. I have continuity in park and 2-3. My question is, does my neutral saftey switch need adjusting and what could be causing my problem with park not really being in park lol

The key jiggling is the ignition interlock, not related to the NSS. IIRC there is a cable from the shifter to the key cylinder? Not too familiar with it.
The NSS can be adjusted slightly by loosening the bolts and rocking it back and forth, but if it's starting in P and N, it's probably already adjusted pretty well.
Is there power to your backup light sockets in R?

When i am messing with the gear shifter inbetween reverse and neutral the lights come on but of course if you let the shifter go in will either go into either gear and the lights go out so when im in reverse the lights dont work

Sounds like a finicky nss to me. But ur shift linkage coukd be off to if you gears are not in the correct spot on shifter
