Ballast question.

Ballast question.
I have a 1989 Cherokee that stop running one day when i hit a small hill going slow. i have weak spark and the fuel pump is not kicking on and will not fire with starting fluid .I know this has been covered many times but I have yet to find a post that pinpointed my problem,
*On the ballast wiring I have NEGATIVE on both of the wires ? is that right ?
I switched the ECM with the one from my running jeep of the same year and still nothing.
I'm getting 10v positive at the fuel pump harness but it's not pumping .
checked : ballast is good- starter relay is good.

check and clean all your grounds. clean the coil contacts. clean your battery cable connections. Clean the grounds on the block. assure you have full voltage coming off the battery during cranking, you may have lost a connection when you hit the pothole due to a corroded wire.

My biggest question is about the ballast , the wires going to the ballast and going to the fuel pump are grounded , Is this correct ? i would have thought they would be Positive ??

All the ballast resistor does is drop the voltage to the fuel pump to make it run quieter. You can just solder, or use a connector to attach the 2 wires together and eliminate the ballast resistor and it will not hurt anything.

^^^ i agree with Chick-N-Picker.... just connect the two wires to each other and see if the voltage changes.
I took off my ballast for 2 reasons, one because it gave out... and two because the new one i bought started to smoke when engaged. So i soldered both wires and have not had a problem since then
