Default Oblong metal ring

New to the forum. Wifey just bought a 2017 Cherokee Latitude. So far we like it although the upholstery is a dog hair magnet. Our 75# Pit bull and his 30# 5 month old sister can change the seat colors to tan in a heartbeat. We already got a dog cover for the rear and will be getting covers for all the seats down the road.

Now to my question. There is an oblong metal ring attached to the inside of the drivers side rear wheel well. It is removable and has nice latching system to hold it in place. Exactly what purpose does it serve? I'm a Biomedical Engineering Tech and usually very good at puzzling out what things do but this one has me stumped.

Cargo Management System for accessories available from FCA like first aid kit, storage locker, collapsible cooler, roadside assistance kit, etc. You should have a bag of plastic clip for shopping bags retention that fit on it, look in your spare tire compartment.

Go here https://www.jeep.com/2017/cherokee.html then to the bottom of page under OWNERS and down load your full owners manual. On same page go to FEATURES then INTERIOR you will see some of the accessories mounted.
