temp gauge goes to 210 within 1 minute of startup

temp gauge goes to 210 within 1 minute of startup
yet it never overheats. . dead of winter or heat of summer its at running temp within a minute or two. or so it says. i know this isn't true but what causes this. It never overheats. It runs great. Idea?
