My jeep won't shift from 2nd to 3rd unless I let off the gas?

Model: Grand Cherokee
Engine: 4.0
My jeep won't shift from 2nd to 3rd unless I let off the gas?
It only does this in the cold. now that it is warm it shift fine. but for next winter, what should i do to address this issue. fluid is clean as is the filter in the trans. i have a 1998 gc 4.0 with 42re trans.

Every jeep I've ever been in has had this problem, although my experience has always been with aw4 trannys. I've heard rumors that there are/is certain seal(s) that are a hair to small to allow the tranny to shift properly when cold, but as the fluid warms up from driving, and the seal expands, then it shifts fine.
