Default Hello from NC

I have been around jeeps my whole life but never owned one. My boyfriend has a Rubicon and has me hooked on jeeps. I have been looking for a Cherokee for a while now to be my beach and mud toy. I think I found one in VA that I like but I have some questions about it. I don't know much about the mechanics of vehicles and my boyfriend is trying to teach me, but I still would like other opinions. Is the steering supposed to be stiff because of a lift? It’s a 2000 Cherokee classic, there is no major damage to the body just a few nicks and rubs, driver side switches for the windows and locks work but the front passenger seat side window switch doesn’t work, it’s little things like that that are wrong with it, it has 172000 miles on it what should I pay for it? It’s priced at 3790 but I don’t think it's worth any more than 2500, I feel that is even too much.

Question: What lift does it have? and tires? Mines a little stiff but never bothered me.
172000 isint bad. some of these things get as much as 300,000 miles on them
