You need new lca and new rear leaf packs. Blocks on an xj is just a bad idea and you have stock lower control arms (lca) so you need longer ones.
You should take two more pics for us, the top of a coil spring and where the track bar bolts to the front axle
And sye means slip yoke eliminator

They look like rancho coils so hopefully it has no spacer or just something small if it does

That reminds me, you will have to change how the exhaust runs, it going over the springs will cause issues

Just saw all the other pics the OP posted... Those long shackles were probably installed by the PO just for the purpose of running dual pipes.

Also from the side pic it appears the shackles are angled forward, not really a good thing

So from reviewing the pics it looks like you need...
New lca's
New front sway bar end links
New 3.5" packs
New 1" shackle
New exhaust
New adj track bar and drop pitman arm to go with it
And I hope it has the right length shocks

I would also look over the tires good, that back right is showing some dry rot in between the tread

The good thing about your prolems is that you can buy ever ything one at a time.

Shackles = $50
http://roughcountry.com/jeep_xj_shackles.html
Adjustable track bar = $114
http://www.seriousoffroadproducts.co...ducts_id=90166
Lower control arms = $150
http://www.seriousoffroadproducts.co...ducts_id=90200
3.5" spring pack = $200 http://www.seriousoffroadproducts.co...ducts_id=87004
drop pitman arm= $47
http://www.seriousoffroadproducts.co...ducts_id=88219

As for that exhaust just turn it down right before the axle, or get it relocated.

Also another thing you can do that would be cheaper than new leaf set would just get the shackle relocation kit from rc and use there shackle with your stock springs that = better ride, better flex and $100 cheaper.

All the above items i showed you is what i am going to do to my jeep.
