Well, i'm sure you know, it's worth way more than $3K. Especially if you replace the header panel with the original and put some fender flares back on it. Driving around with the tires sticking out that far is not very smart (and in my state they would be illegal, for good reason).
Whats the inside of the bed look like?

I"d think that is realistically a $4500-$6000 rig. Would just depend on drivability and condition. GLWS if thats what you decide. I'd be a player, but location is just too far.

1. What makes it so valuable with the original header panel on it? These aren't collector cars. Most people seem to be willing to pay more with late model parts on it...
2. What's not smart about driving around with no flares? Have you looked around this site? I'd guess over half of the Jeeps here are flareless. What good reason?
Many many states couldn't care less about tire coverage. My state included.
With that said... Around here that'd be a 4,500 dollar Jeep. Tops.
There's one here that looks nicer that's been on CL for 7k for a year and a half. Never sold. Still there...

In my eyes the stock correct fitting front header panel in the right color would be better suited than a different color, non-proper fitting header panel. If any "update" would be worth the effort it would be the doors. Wing windows suck. So if I were doing an updated look I would make sure I could complete it with the correct front fenders and doors.
Tires that are wider than the vehicle will whip water and and dirt far up into the air at highway speeds. It's why vehicles don't come this way from the factory- kinda common sense. It's why mud flaps are required on all tractor-trailer trucks. It's a safety issue. There are lots of states that don't really care about the safety of it's drivers. And while I do feel PA has gone way overboard with some of their laws, there are still quite a few that acceptable common sense stuff. Tire coverage being one of them. Sure, when I was younger I complained about not being able to put wide tires on my truck, but as I grew older and wiser I have come to understand the reasoning behind it. And when you grow up and have kids of your own that you care about you might feel the same. It'll take some time though.
