I have a set of hood vents top center and I haven't noticed any problems with water becoming a problem. The only problem I have had is when it snowed really bad recently, I had a big pile of snow sitting on my TPS/IAC which threw a CEL but everything was just fine after the snow melted away.
That being said, I haven't driven in any torrential downpours with my xj yet.

Why are you considering installing them ? They are ugly IMO and if you have cooling issues there's other avenues to explore.

I had the Lebaron hood vents in my XJ and one was right over the TPS. A few cycles of rain & then freezing cooked the TPS. Then it took weeks to figure out that the TPSs from places like Oreilly's aren't good. Had to go to an OEM TPS then used these hood vents that help keep water off the engine electronics.

Here is a good write up for some drip pans that go under the vents.

I have hood vents on my xj. Not sure what brand as the PO installed them. I wash the jeep, drive it in the rain, it's had a ****load of snow on the hood and I have never had a problem.
EDIT: I looked online and what I have is the hyline hood vents.

can't remember the brand, but if you check out marine shops (boats, not jarheads.. lol) they usually have a pretty good selection of different sizes/styles

Those do look good!
As far as water goes, I have not had an issue. Plenty of snow, downpours, freezing rain, having water splash over the hood etc. No problems. I suppose it might matter where you put them/how open they are. Just throw some dielectric grease on the connections if your worried about it. They really seem to help when your are going slow/stopped. I can literally see the heat pour out of them. You can feel the difference as well- They get much hotter to the touch than the hood does- First thing that melts the snow so I know heat is escaping.
Mine a few years ago.
