I think the issue is wheel clearance with the Grand Cherokee brakes that use a 16" or 17" wheel.
Have you tried 'ceramic' pads rather than the 'semi-metallic'. They offer more 'grab'. I installed a set of ceramics last week, definite improvement over the semi-metallics that had only 5000 miles on them.

They will not just bolt right on. You need to replace with the wj knuckles, different hubs, redrilled rotors. New steering also.
Why do you want to upgrade the front brakes? Why not upgrade the rear with disc brakes and new proportioning valve.

Buy a set of "Hawk" brake pads they will show you an improvement. I've been running them for years in racing applications, they are offered for XJ's now also.

I'm personally extremely happy with my Black Magic pads and Centric rotors from:

Dunno about around here, but they're highly regarded at JF, and Mr Blaine is a fellow Jeeper who does offer discounts/deals.

They are a big improvement. It is pretty amazing how much the difference after the proper bed in procedure.
I would strongly recommend replacement calipers at the same time. The pads are not cheap, and old calipers tend to hang up, especially when you compress them for new pads. Local parts places have calipers cheap.
